Haru-chan is a mascot character for the weather segment of
NHK News Watch 9 program on Japanese TV.
She's a personification of spring (haru in Japanese), and there are others for other seasons and phenomena.
Haru-chan is also the main character of the
Haru-chan's Weather Trivia comics.

The way she's waving her magic wand energetically is so cute!
I was really surprised because I wasn't expecting an NHK character to become a Nendoroid! Excellent choice!
They did a great job with the white-pink gradient on her "Haru" symbol on her forehead (which she washes about once every two days).
Her outfit is old Roman style, her belt has a flower on it, and her hair has a sakura flower ornament (whose tree she supposedly grows herself!)
Haru-chan's outfit is still stylish even at this size.
