--Remodeled from Toki 15000 at the Takatori Factory and Omiya Factory of the National Railways from 1968 to 1970 exclusively for the [Cold Rolled Coil Steel Sheet], which is a coiled thin sheet of cold-rolled steel sheet that is a raw material for automobiles and electrical equipment. 31 vehicles are Toki 21500 type (Toki 21500-Toki 21530).
――The load is reduced to 33t because a cover divided into four parts is installed to prevent the rusty cold-rolled coil steel sheet from getting wet.
--It was located at Kimitsu Station (Nippon Steel Kimitsu), Shiohama Misao Station (Nippon Kokan Kawasaki), and Wakayama Misao Station, but in later years, three Toki 21510 to 21512 vehicles were taken over by JR Freight, and Nagoya Minami Freight Station to Higashi Sanjo. It was used for coil transportation at stations, but it was scrapped and disappeared in 2008.
