She looks like she had a wardrobe malfunction or perhaps she left her top too long in the dryer and she had no time to change so she had a failed attempt of improvisation...
This figure would have been salvageable if the top was also cast-offable; it's awkward that only her skirt comes off. IMO, this whole skirt debacle looks like another oops moment. It's either her skirt was too loose or she forgot to wear icuz she was too busy fixing her disastrous top.
