- The Kintetsu Series 21020 [Urban Liner next] was manufactured in two sets in October 2002 with the aim of securing a spare car for the large-scale renovation of the Series 21000 [Urban Liner].
- While inheriting the novel design of the 21000 series, it has become a more friendly and gentle design, and has appeared with the latest equipment that meets the demands of the times.
- At the beginning of its appearance, it was mainly applied to the Meihan Limited Express between Nagoya and Osaka, and the seat display at the top of the passenger door was changed from 2013 (Heisei 15).
