-Remodeled from Toki 15000 type at JNR Takatori Factory and JNR Omiya Factory from 1968 to 1970, exclusively for coiled cold-rolled steel sheet, which is a thin sheet of cold-rolled steel sheet that is a raw material for automobiles and electric equipment. 31 vehicles are Toki 21500 type (Toki 21500 to Toki 21530).
-The load has been reduced to 33t because a 4-part cover is installed to prevent the rusty cold rolled steel sheet from getting wet.
-Kimitsu Station (Nippon Steel Kimitsu), Shiohama Misao Station (Nippon Steel Pipe Kawasaki), Wakayama Misao Station, but in the latter years, three Toki 21510-21512 were succeeded by JR Freight, Nagoya Minami Freight Station-Higashisanjo It was used for coil transportation at the station, but in 2008 it was scrapped and disappeared.
-A TR41C dolly made of ABS resin and a dedicated letterer are included.
