Since the early 1950s, the Western military alliance consisting of NATO and the United States had included the use of nuclear weapons as part of its defense plan in the event of attack by the Warsaw Pact and the Soviet Union, in order to compensate for NATO's inferior conventional weapons and act as a deterrent, and this was also the premise for West Germany's rearmament.
The U.S. Seventh Army in West Germany also received its first nuclear artillery missiles as early as 1954, as part of strategic nuclear doctrine calling for "massive retaliation" in the event of a Warsaw Pact attack on Western Europe, and conventional forces were also strengthened.
