- C54 was manufactured as a successor to C51 in 1732 in 1932 in order to use it for the subway main line with lower line standard by reducing weight and axial weight than C51. It was located in Sendai, Takasaki, Utsunomiya etc and pulled the passenger train, but the light weight of the shaft weight came in the back, it was shunned at the work site because the specification and the performance were halfway, it was discontinued at 17 barges. It was collected in Fukuchiyama during the Pacific War.
