The Tobu 7820 series is a minor change of the 7800 series commuter train, which was designed by Tobu Railway based on the achievements of the JNR Moha 63 series (7300 series). The car body is 20m long and has the same specifications as the 7890 series, except that the Kuha does not have a toilet, and is composed of a single-wing door, wooden floor, non-air-conditioning, a hanging motor, and a leaf spring bogie.
