The DD13 was Japan's first domestically produced diesel shunting locomotive, with 416 units mass-produced over a nine-year period starting in 1958. It was a pioneer in the full-scale introduction of hydraulic transmissions to mainline locomotives that were subsequently introduced.
They contributed to the smokeless modernization and modernization of small and medium-sized marshalling yards across the country, and were used for shunting, pulling freight trains on short routes, and pulling passenger trains on some routes.
Towards the end of the JNR era, changes in freight transport meant that these vehicles were eliminated and not inherited by the JR companies, but many other railway companies still use some of the transferred vehicles and similar vehicles.
