- This is a self-propelled anti-aircraft gun that was developed in 1958 as a self-propelled vehicle for low-altitude air defense and ground attacks for mechanized units.
- Adopted in 1964, the powerful four 23mm guns linked to the radar system posed a major threat to low-flying enemy aircraft.
- ZSU-23-4V was developed in 1967.
- The electronic cooling system and cabin ventilation system have been improved, and an optical sight for the commander has been installed.
- It became a mass-produced type with a large number produced.
