- JNR had been promoting the electrification of major trunk lines across the country for some time, but decided to adopt AC electrification for local lines, which could be achieved with lower-cost ground equipment.
- In AC electrification, the current needs to be converted from AC to DC on the rolling stock side, and after a number of different methods were compared, the ED71 was produced in 1959 as the first mass-produced AC locomotive for the Tohoku Main Line.
- This unit uses a mercury commutator to convert AC to DC, and boasts a rated output of 2,040 kW and a rated traction force of 16,500 kg.
- They are divided into the first type, No. 1 to No. 44 (of which No. 1 to No. 3 are prototypes), and the second type, No. 45 to No. 55. There are external differences between the later type and earlier types, such as the arrangement of side louvers and piping on the roof.
- Later, the taillights were changed (to external fitting type only on the front driver's side), the mercury commutator was changed to a silicon commutator, and the headlights were converted to twin shield beams, among other modifications. However, due to aging, all of the locomotives were replaced by the successor model, the ED75 type, and were retired in 1982.
