- The JR 123-5040 series is a modified version of the Kumouni 147 type mail and baggage combined car that was used on the Iida Line in 1987.
- Because the base car was a business vehicle, when it was converted into a passenger vehicle, two single-opening doors were installed directly behind the driver's cab and all seats were fitted with long seats.
- In 1989, the locomotives were renumbered from 40 to 5040 with the addition of centralized distributed cooling systems.
- When first introduced, the train was painted white (cream No. 10) with a red stripe (red No. 2) and a pattern of Mt. Fuji and the initial letter [M] of Minobu on the front. However, during the air-conditioning conversion in 1989, the train was repainted in the same ivory with a Shonan-colored stripe as the 119 series and Kiha 40 series that were inherited by JR Central.
- It was mainly used for section transport on the Minobu Line between Fuji and Nishi-Fujinomiya, and between Kajikasawaguchi and Kofu, and was in service until it was replaced by the 313 series in 2007.
