With the opening of the Seibu Chichibu Line in October 1969, Seibu Railway built the E851 type F class (six-axle power) electric locomotive, the first of its kind for a private railway, to transport cement from the Chichibu region in addition to passenger service.
Mitsubishi Mining and Cement also constructed new Taki 1900 type tank cars and Teki 401 type bogie covered cars and began freight transport.
Cement trains ran between Higashi-Yokoze (a freight station) where Mitsubishi Mining Cement is located, and Kokubunji and Ikebukuro, but after the opening of the Japanese National Railways Musashino Line in 1973, they also ran between Higashi-Yokoze and Shin-Akatsu.
Between Higashiyokoze and Ashigakubo, there is a continuous gradient of 25‰ (per mille), so in order to pull a 1,000-ton freight train loaded with cement, multiple E851 type locomotives, the largest and strongest private railway company locomotives, were required, and we were able to see full-scale freight transport on a mountain route.
