The ED75 was introduced in 1963 as the JNR's standard AC electric locomotive. Despite being a D-class, it was a dual-purpose freight/passenger locomotive with tractive force comparable to that of an F-class DC electric locomotive. Ninety-one 700-series locomotives were manufactured starting in 1971 in conjunction with the electrification of the Ou Main Line between Akita and Aomori. Because the locomotives ran along the Japan Sea coastline, they featured a clean roof, including high-voltage equipment housed inside the car for resistance to salt damage, cold, and snow, as well as under-frame cross-type pantographs that minimize snow accumulation. Toward the end of the JNR era, some of the cars were specially painted for use on the Joyful Train "Orient Saloon," leading the Joyful Trains, Blue Trains such as the "Akebono," and the "Orient Express '88."
