The Hoki 2500 series is a 35-ton capacity hopper car used for transporting limestone, with 172 units manufactured between 1967 and 1969.
It was mainly used for transporting crushed stone and limestone.
Subsequently, the Hoki 9500, which appeared between 1970 and 1972, was a 35-ton capacity open hopper car of which 193 units were manufactured for transporting construction materials for the New Tokyo International Airport (Narita Airport). It was the same type as the JNR's Hoki 2500.
After the airport construction was completed, they were transferred and operated as privately owned freight cars for various companies. In 1977, a group of these cars were transferred to Nippon Oil Transportation and repurposed for limestone transport.
It operated between Okutama Station on the Ome Line and Hamakawasaki Station on the Nambu Line, with a mixed formation of Hoki 2500 and Hoki 9500 cars, and was a familiar sight as a freight train running through residential areas.

The Hoki 2500 is modeled after its appearance around 1975, when it was permanently stationed at Okutama Station during the era of the Tokyo West Railway Administration.
