The 7000 series was the Keio Line's first stainless steel train, introduced in 1984.
The basic specifications, such as the 20m-class four-door body on one side and field chopper control, are the same as those of the 6000 series, but the front design has changed, with the headlights and taillights housed vertically in the same case, and the windows on both sides are the same size.
Initially, five-car trains were manufactured and mainly used for local trains.
In 1986, an eight-car train was manufactured to increase transport capacity, and in 1987, the existing five-car trains were converted to six-car trains.
