The 7000 series was the Keio Line's first stainless steel train, introduced in 1984.
The basic specifications, such as the 20m-class four-door body on one side and field chopper control, are the same as those of the 6000 series, but the front design has changed, with the headlights and taillights housed vertically in the same case, and the windows on both sides are the same size.
Initially, five-car trains were manufactured and mainly used for local trains.
In 1986, an eight-car train was manufactured to increase transport capacity, and in 1987, the existing five-car trains were converted to six-car trains.
Also, starting with the 7721 eight-car train manufactured in the same year, minor changes were made to the car body, such as changing the corrugated finish of the exterior panels to a bead-pressed finish, eliminating the overhanging beam at the bottom of the car body, and omitting the front hood frame, and the front was painted ivory.
