From the 1960s onwards, as passenger trains were converted to electric cars, freight trains were introduced by modifying surplus Moha 72 series cars for freight transport.
The method adopted was to reuse the main equipment and underframe, and replace it with a newly manufactured car body equivalent to that of a new performance electric train.
The Kumouni 74, which also functioned as a mail car, was introduced in 1962, and from 1966 the Kumouni 82, which had a compartment, and the KumoNi 83, which was designed exclusively for baggage, were introduced.
The KuMoNi 83 was initially modified as a low-roof 800 series for the Chuo-Tohoku Line, and the 800 series was also introduced for regular lines.
From the following year, the 0 series with standard roofs appeared and were deployed to Miyahara Depot and Ogaki Depot, mainly in the Chukyo and Sanyo regions.
In addition, in 1973, the PS23 pantograph, which was compatible with low-profile tunnels, was developed, and all freight trains modified thereafter were introduced as the 0 series with ordinary roofs.
There are records that in the 1970s, cars stationed at Miyahara Depot were seen in regular service from Washizu on the Tokaido Main Line to Okayama on the Sanyo Main Line.
In addition to operating as two cars alone, they have also been seen in action coupled with 111/113 series, 153 series, and Kumoyu 141 series.

Both cars are powered, but rubber tires have been omitted to allow for connection with other vehicles.
The headlights are in warm white, the taillights are red, and the front display is white.
