In 1988, Seibu Railway introduced the 4000 series to improve transportation between Hanno and Seibu Chichibu and for direct service to the Chichibu Railway Line.
The 4000 series was Seibu Railway's first commuter train, with a 20m-class body made of ordinary steel with two doors on each side, semi-cross seats inside, and a rounded front shape based on the 2000 series commuter train that was being manufactured at the time.
Twelve four-car trains were manufactured in succession by 1992.
In April 2016, the 4000 series 4009 train was converted into the Seibu Traveling Restaurant [52 Seats of Bliss] as a new tourist train with the aim of revitalizing the areas along the line and providing a new style of travel.
