When the Tanna Tunnel opened in 1934, the electrified section of the Tokaido Line was extended to Numazu, and the EF10 was created as the first F-class freight locomotive to increase transport capacity.
Based on the already proven EF53, the gear ratio was changed to suit low speeds with an emphasis on tractive force, and design changes were made such as changing the leading bogie to a single axle to accommodate the reduced maximum speed. However, the engine was fundamentally built based on existing technology, and 16 first-generation cars were mass-produced in one go without a prototype, yet they boasted high reliability.
With various configurations and specifications, 41 units were manufactured by 1941, and they were used mainly on the Tokaido Line as the main pre-war freight locomotive.
