The 0 series was manufactured in 1964 to coincide with the opening of the Tokaido Shinkansen.
Until the group that appeared in 1976, this group was known as the "large window cars" with large side windows, but subsequent additions shifted to the 1000 and 2000 series "small window cars", and a total of 3,216 cars had been manufactured by 1986.
At its peak, there were a total of 99 16-car Hikari trains, each incorporating a dining car, buffet car, and two green cars. However, since 1985, as the successor 100 series and 300 series were introduced, these cars have been converted into Kodama trains or scrapped, and by 1999 all 16-car trains had disappeared.
Towards the end of the JNR era, an attempt was made to operate the Kodama trains between Kokura and Hakata more frequently using shorter train formations, which was well received.
Following the privatization of the Japanese National Railways, many six-car "R formations" were formed and were used on the Sanyo Shinkansen "Kodama" and "West Hikari" trains.
Various accommodation improvements have been made, mainly to the West Hikari trains, including wider seat pitch and a 2+2 configuration, and trains that have undergone this work can now be identified by changing the paint job to include a thin stripe added to the bottom of the body.
After 1995, in order to streamline the inspection system, the body color was changed from ivory to the same white as the 100 series and later, slightly changing the image. In addition, improvements were made such as the installation of soundproofing panels next to the pantographs as a noise countermeasure, and the louvers on the sea-facing roof shoulders of the leading 21-type cars on the outbound side were changed from vertical to horizontal, and the trains continued to be in service alongside their younger counterparts.
The retirement of cars without accommodation improvements was the main focus, and in October 2003, the last car with the original paint scheme, the R31 train, was retired, bringing to an end the lineage of the 0 series, which had retained the JNR-originated paint scheme until the revival paint scheme in 2008.
