The Shinetsu Main Line was a trunk line that ran from Takasaki to Niigata Station via Nagano and Naoetsu, and along with the Joetsu Line, was an important route connecting the Tokyo metropolitan area/Pacific side with the Sea of Japan side.
However, there is a difficult section along the way, known as Usui Pass, between Yokokawa and Karuizawa, with a maximum gradient of 66.7‰. Previously, this section was operated using the Abt system, but there were problems such as low operating speeds, single track, and restrictions on transport weight. These issues were resolved by building a new double-track line and using adhesion operation with new locomotives.
In March 1963, the EF62 electric locomotive was developed for the Shinetsu Main Line, including the Usui Pass section, along with the EF63, a locomotive designed exclusively for pushing trains on the Usui Pass section.
