The history of Seibu Railway's paid express trains began with the 5000 series (Red Arrow) which was introduced in 1969 to coincide with the opening of the Chichibu Line.
The 10000 series (New Red Arrow) was introduced in 1993 to replace the aging 5000 series and to run the new Ko-Edo express train on the Shinjuku Line.
The 10000 series has an urban appearance with a three-tone gray base and a red stripe. The interior has a seat pitch of 1070mm to improve comfort, but as the travel time is relatively short, there are only two service spaces such as toilets in the train.
In order to accommodate the Chichibu Line, which is a mountainous route, the running gear is based on the proven 101 series and 5000 series.
