In 1993, JR East introduced the 701 series, an AC commuter train, for use on local trains in the Tohoku region.
To reduce boarding and alighting times during rush hour, a double-leaf, three-door, all-long-seat configuration was adopted, and a step-type structure was incorporated to accommodate the platform height in the areas where the trains are deployed.
The car body is made of lightweight stainless steel, based on the 209 series, and a gangway door is installed in the center of the front to allow for coupling of multiple train sets.
The main controller employs VVVF inverter control, and resistors for dynamic braking are installed on the roof of the motor cars to prevent regenerative braking failure.
In March 1997, the section of the Tazawako Line between Morioka and Omagari underwent track gauge conversion work, changing the track gauge from narrow gauge (1067 mm) to standard gauge (1435 mm) in preparation for the start of through service with the Tohoku Shinkansen.
As a result, the 701 series 5000 subtype was introduced in 1997 as a general-purpose AC electric train exclusively for the standard gauge section of the Tazawako Line.
While the basic structure is based on the conventional 701 series 100 and 1000 series, improvements have been made based on the experience of previous trains, such as a different front shape for conventional lines, passenger doors without steps, bogies for standard gauge tracks, and changes to the air conditioning system, as well as design modifications to suit the actual conditions of the lines in which they are operated.
As of 2026, it continues to operate on the Tazawako Line as an important mode of transportation for the region, while undergoing equipment upgrades.
